Compensation Policies
Payroll
Part-time staff are paid on the 10th day of the month based on the working hours documented by their respective departments for the period from the 21st of the previous month to the 20th of the current month. The department overseeing part-time staff is responsible for accurately recording their work hours and submitting a monthly summary of labor fees to the Office of Human Resources before the stipulated deadline [the 25th of each month] to ensure timely payment by the third-party agency.
Term of Service
Personnel Categories
- Part-time staff are those employees who assigned by a third-party agency to provide service in the School and receive a set service fees from the third-party agency each pay period but work less than full time. There is no employment relationship of any kind between the part-time staff and the School.
- Part-time hourly staff are those employees who work variable hours each pay period and report hours worked on time sheets.
Service Agreements
Part-time staff will sign service agreements with a third-party agency which will be responsible for paying service fees on a monthly basis, declaring various taxes in accordance with Chinese law, and paying accidental insurance for part-time staff during the agreement term period.
Part-time Staff Insurance
Part-time staff who have signed service agreements with the third-party agency are covered by Employer Liability insurance (EL) provided by the third-party agency, which includes accidental insurance, accidental medical treatment, compensation for lost income due to work-related injuries or disabilities, resulting in personal injury and death caused by third-party liability, and property damage caused by third-party liability.
Attendance Policy
Part-time staff should deliver services promptly at the designated time and location in the School, ensuring timely and high-quality completion of assigned tasks. Part-time staff will be paid for the services actually provided.
Rules of Conduct
Tianjin Juilliard may take disciplinary action (up to and including refunding to a third-party agency) against any staff for failing to adhere to recognized standards of behavior. Additional examples of unacceptable behavior at Tianjin Juilliard include, but are not limited to, the following:
1. Three or more unexcused absences without prior written approval within one year.
2. Falsification of employment application or other school records and forms.
3. Unauthorized possession, use or copying of school records, documents, data or disclosure of information contained in such records, documents and data to unauthorized persons.
4. Possession of firearms, knife tools or other types of weapons while on Tianjin Juilliard premises.
5. Creating or contributing to unsafe or unsanitary conditions.
6. Theft or misappropriation of property belonging to the Tianjin Juilliard, to a student, or to another Tianjin Juilliard employee.
7. Accessing inappropriate internet sites while using a Tianjin Juilliard computer or while on Tianjin Juilliard premises.
8. Failing or refusing to perform satisfactorily the duties and responsibilities of the job or related duties as assigned.
9. Making statements promoting any religion or religious activity in the workplace at Tianjin Juilliard.
10. Discussing undesirable and sensitive topics, including but not limited to violence (such as blood or corpses), sexual content, gambling, abetting others to commit crimes, pornography, sensitive contents regarding national and public security, in public and/or on Tianjin Juilliard premises, or on school resource platforms.
11. Any violations of Tianjin Juilliard policies
12. Any violations of local law.
The School Policies are available on the Policies and Consumer Information page on the Tianjin Juilliard website. Part-time staff understand and agree that it is their responsibility to log on to the platform regularly to keep track of the latest provisions and regulations stipulated in each policy, and to abide by and implement them. Any violation will be subject to the School’s disciplinary procedures.
Termination
Part-time staff are required to give a minimum of one calendar-month’s notice in writing to the supervisor, with a copy to the Office of Human Resources.
Part-time staff terminated by Tianjin Juilliard will be given at least one month’s notice of such termination through the third-party agency, except in cases where gross misconduct violating the terms of this Policy requires immediate termination.
Upon the last working day with Tianjin Juilliard, the departing part-time faculty must return all properties belonging to Tianjin Juilliard, including but not limited to computers, digital products, relevant electronic files, and key cards, and settle any outstanding financial items (if any) from the service period. If the above property is not returned on time, Tianjin Juilliard reserves the right, in accordance with the agreement between Tianjin Juilliard and the part-time faculty member's employer, to make a corresponding deduction from any fees payable to the part-time faculty member by their employer in order to obtain appropriate compensation. A fee of 250 RMB per key card will be deducted if the key card is not returned.
References
Proof of employment documentation for any part-time staff should be consulted through the third-party agency that signed the service agreement with the staff member.
Effective Date
This Policy is effective as of July 1, 2024.
