Payroll
Part-time faculty are paid per hour on the 10th day of the month for hours reported on timesheets for the period ending on the 20th of the month prior to the pay date. Part-time faculty must make sure to keep track of their working hours and submit the working timesheet by the deadline to ensure timely payment.

Part-time faculty members are contracted to teach during each week of the school year as specified in their employment offer letters and determined by the Dean’s Office,  Pre-College Office, and/or Public Education Office. Studio faculty are also expected to attend all juries and auditions. Faculty are not expected to work during holiday breaks or government holidays as specified on the academic calendar. In an exceptional situation, should faculty be asked to work or perform during a holiday, faculty will be compensated at a daily rate not lower than local regulatory requirements.

Classroom Faculty
A part-time faculty member teaching a Graduate School classroom course should notify the Assistant Dean of Academic Affairs if s/he needs to take any sick days and/or personal or professional leave amounting to less than one week in length. Any anticipated absences of one week or longer should be discussed in advance with the Dean and/or the Assistant Dean of Academic Affairs.

A part-time faculty member teaching a Pre-College classroom course should notify the Assistant Dean of Pre-College about any absence. Professional or personal absences should be reported as early as possible, and at least one week before the absence takes place.

A part-time faculty who teaches a Music Development Program classroom course should notify the Director of Public and Continuing Education and/or Program Lead of Music Development Program about any absence. Professional or personal absences should be reported as early as possible, and at least one week before the absence takes place.

All classroom faculty for either program must arrange for a substitute in case of an absence. All substitute teacher plans must be approved in advance by the Dean/Assistant Dean of Academic Affairs (for Graduate School) , the Assistant Dean of Pre-College (for Pre-College), or the Director of Public and Continue Education (for Music Development Program). 

The classroom faculty will bear the financial responsibility of compensating the substitute teacher at a standard Tianjin Juilliard rate. Faculty should never compensate substitutes directly.

Substitutes must be paid by the Tianjin Juilliard School, and the equivalent amount will be deducted from the faculty's monthly payment, with the exception of absences related to sickness or participation in required TJS events, such as performances or recruiting.

Substitutes are required to complete relevant tax forms and contracts forms through the HR office before they work.

Guest teaching, such as a part-time faculty member visiting an academic class as a guest speaker, should be arranged in advance by the class teacher in consultation with the Dean, the Assistant Dean of Academic Affairs, the Assistant Dean of Pre-College, or the Director of Public and Continuing Education. Tianjin Juilliard will then properly compensate the guest teacher at the standard TJS classroom rate.

Studio Faculty
Part-time Graduate School, Pre-College, Music Development Program studio faculty should notify the Dean, Assistant Dean of Academic Affairs, the Assistant Dean of Pre-College, Director of Public and Continuing Education and/or Program Lead of Music Development Program at least two weeks in advance of any absence and indicate how students will receive lessons during the time the teacher is absent. For absences of one week, it is recommended to re-schedule makeup lessons as soon as possible following an absence. For absences of two (2) or more consecutive weeks, the faculty must find a substitute to teach the missed lessons. The substitute must be approved by the Dean in consultation with the offices of Academic Affairs, Pre-College, and Public Education. 

The studio faculty will bear the financial responsibility of compensating the substitute teacher at a standard Tianjin Juilliard rate. Faculty should never compensate substitutes directly.

Pre-College Chamber Coaches and Ensemble Conductors
Part-time Pre-College faculty who coach chamber music or conduct ensembles should notify the Assistant Dean of Pre-College about any absence. Professional or personal absences should be reported as early as possible, and at least one week before the absence takes place.
It is preferable for the faculty to arrange for a substitute in case of an absence. However, front-loading or rescheduling coachings is permitted if it is convenient for the group members. All plans must be approved in advance by the Assistant Dean of Pre-College.

The chamber music coach or ensemble conductor will bear the financial responsibility of compensating the substitute teacher at a standard Tianjin Juilliard rate. Faculty should never compensate substitutes directly.
Substitutes must be paid by the Tianjin Juilliard School, and the equivalent amount will be deducted from the faculty's monthly payment, with the exception of absences related to sickness or participation in required TJS events, such as performances or recruiting.

Substitutes are required to complete relevant tax forms and contracts forms through the HR office before they work.

An official letter or request should be sent to the Dean (for Graduate School), Assistant Dean of Pre- College, or Director of Public and Continue Education (for Music Development Program Part-time Faculty) not later than January 15th of the school year preceding the requested leave. Normally, such leave will be for no more than one year, during which time the part-time faculty member will not receive compensation from Tianjin Juilliard.

Tianjin Juilliard provides a supportive environment to enable breastfeeding part-time faculty to express their milk during work hours. A private room is available for part-time faculty to breastfeed or express milk. If part-time faculty prefer, they may also breastfeed or express milk in other comfortable locations agreed upon in consultation with Human Resources. Expressed milk can be stored in the designated refrigerator provided in the lactation room. For specific information, please contact Human Resources.

Contracts/Service Agreements
Part-time faculty will sign service agreements with a third-party service which will be responsible for all paying service fees to employees on a monthly basis, declaring various taxes in accordance with Chinese law, and paying accidental insurance for the employee during the contract term period.

Part-Time Faculty Insurance
Part-time faculty on service agreements with Tianjin Juilliard are covered by Employers’ Liability insurance (EL) (雇主责任险), which includes accidental insurance (人身意外), accidental medical treatment (意外医疗), labor lost allowance (误工补助), personal injury and death by third parties (三者人身伤亡), property damage by third parties (三者财产损失).  These insurance costs are covered by Tianjin Juilliard.
 
It is essential that every injury or accident be reported at once, even those injuries not requiring immediate medical care. Reports on such incidents can be made through Tianjin Juilliard's designated report and maintenance management app, "EAMic", which can be used to initiate paperwork for an Employer’s Liability insurance claim where applicable.

Background Check Policy
In order to promote a safe and productive learning, working and living environment, Tianjin Juilliard conducts background checks for all new part-time faculty to the extent permitted by law. Background checks may also be conducted periodically during service. Part-time faculty are also required to self-disclose to the Director of Human Resources, within 30 days of the conviction, any criminal convictions between background checks.
The background check will be conducted by a third-party vendor selected by Tianjin Juilliard. The results of the check will be kept on file by the Office of Human Resources.
All information concerning convictions will be maintained in a secure location and will be shared only with individuals who have a legitimate need to know.

Personnel Categories

Part-time Faculty

• Part-time faculty are those employees who receive a set salary each pay period but work less than full time.
• Part-time hourly faculty are those employees who work variable hours each pay period and report hours worked on time sheets.

Personnel Data
Upon onboarding, the part-time faculty will be required to complete an Information Registration Form as required by the Office of Human Resource, including, but not limited to, the part-time faculty’s home address, telephone number, marital status, information of family dependents, emergency contact, and etc. The part-time faculty must immediately notify the Dean’s Office (for Graduate School part-time faculty) Pre-College Office or Public Education Office (for Music Development Program Part-time Faculty) in writing to update the record when any of the information changes. Accurate records are necessary for payroll, for working documents, for tax purposes, and for the administration of part-time faculty benefits.

Rules of Conduct
Tianjin Juilliard may take disciplinary action (up to and including termination against any staff or faculty member for failing to adhere to recognized standards of behavior. Such failure has already been noted elsewhere under sections dealing with attendance, sexual harassment, and a drug-free workplace. Additional examples of unacceptable behavior at Tianjin Juilliard include, but are not limited to, the following:

1. Three or more unexcused absences without prior written approval within one year
2. Falsification of employment application or other school records and forms.
3. Unauthorized possession, use or copying of school records or disclosure of information contained in such records to unauthorized persons.
4. Possession of firearms or other types of weapons while on Tianjin Juilliard premises.
5. Creating or contributing to unsafe or unsanitary conditions.
6. Theft or misappropriation of property belonging to the Tianjin Juilliard, to a student, or to another Tianjin Juilliard employee.
7. Accessing inappropriate internet sites while using a Tianjin Juilliard computer or while on Tianjin Juilliard premises.
8. Failing or refusing to perform satisfactorily the duties and responsibilities of the job or related duties as assigned.
9. Making statements promoting any religion or religious activity in the workplace at Tianjin Juilliard.
10. Discussing undesirable and sensitive topics in public or on Tianjin Juilliard premises including but not limited to violence (such as blood or corpses), sexual content, gambling, abetting others to commit crimes, sensitive contents regarding national and public security.
11. Any violations of Tianjin Juilliard policies
12. Any violations of local law.

Employees understand and agree that it is their responsibility to log on to the platform regularly to keep track of the latest provisions and regulations stipulated in each policy, and to abide by and implement them. Any violation will be subject to the school’s disciplinary procedures as set forth in this Handbook.

Resignation and Termination
Tianjin Juilliard strongly requests that part-time faculty planning to terminate their employment with the third party agency give twelve months’ notice. Part-time faculty are required to give a minimum of one calendar-month’s-notice in writing to the Assistant Dean of Pre-College with copy to the Office of Human Resources (If a faculty is still in his/her probationary period, the required notice in writing is one week).

Part-time Faculty terminated by The Tianjin Juilliard will be given at least one month’s notice of such termination, or pay in lieu of notice through the third party, except in cases where gross misconduct under this Handbook requires immediate termination.

Upon the last working day with Tianjin Juilliard, the leaving part-time faculty must turn over all properties belonging to Tianjin Juilliard, including but not limited to computers, digital products, relevant electronic files, and key cards, and settle all outstanding financial items during the service period.

Proof of employment or payroll/welfare documentation of any existing or former part-time faculty can be supplied only through the Office of Human Resource.
Any work-related inquiries or request for proof documentation regarding existing or former employees should be submitted directly to the Office of Human Resource five (5) working days in advance. The Office of Human Resource will evaluate the requests based on the application before issuing the documents.
