Faculty Handbook

This Handbook is in effect starting August 1, 2019. It intended to provide information to faculty members on the employment and academic policies The Tianjin Juilliard School (hereinafter “Tianjin Juilliard” or “School”) and to help answer your questions about those policies. If there are any items discussed in the Handbook, for which you would like clarification, or if there is something that you wish to know about the School, please contact the Human Resources Department for employment questions and Academic and Student Affairs for academic policy questions. The information set forth herein is subject to change from time to time, and the School reserves the right to add, remove or alter the policies contained in this Handbook without notice.

This handbook is written in both English and Chinese languages. In the event of any conflict or inconsistency between the two language versions, the Chinese version shall prevail.

Tianjin Juilliard Ensemble

The Tianjin Juilliard Ensemble is a world-class, mixed-instrument ensemble showcasing the distinguished faculty from The Tianjin Juilliard School.

As the resident ensemble of The Tianjin Juilliard School, The Tianjin Juilliard Ensemble features some of the world’s finest classical musicians. They are solo artists and former members of award winning chamber groups and top orchestras from North America, Europe, and Asia.

These accomplished performers blend their talents to present concerts that draw on the musicians’ international backgrounds, creating programs that are both dazzling and thought-provoking. The Ensemble encompasses strings, winds, brass, harp, percussion and piano allowing for versatile programming including both small and large ensemble repertoire.

As one of the most exciting new ensembles in China, The Tianjin Juilliard Ensemble kicked off its inaugural season in 2019 with performance tours in China and South Korea in addition to regular concert series in Tianjin and Beijing.

What is FERPA?

Applies to: All Tianjin Juilliard faculty, staff and students including Graduate School, Pre-College, Public Education, and Continuing Education.

The Tianjin Juilliard School abides by The Family Educational Rights and Privacy Act (FERPA) of 1974, also referred to as the Buckley Amendment. This is a U.S. federal law that protects the privacy of student educational records. The rights provided by this act transfer from the parent to the student when the student reaches the age of 18 OR attends a postsecondary school — whichever comes first. Under this law, students have the following rights with regards to their educational records:

•    The right to inspect and review their education records;
•    The right to request an amendment to their education records when they believe the records are inaccurate or misleading;
•    The right to consent to disclosures of personally identifiable information contained in their education records, except to the extent that FERPA authorizes disclosure without consent;
•    The right to file a complaint with the United States Department of Education concerning alleged failures by the School to comply with FERPA.
 

Wherever there is conflict between FERPA and the PRC Data Privacy Law regarding disclosure of a student’s education record without the provision of student consent, The Tianjin Juilliard School will adhere to whichever law that affords a higher standard of protection.

What is an education record?

An education record is any record that is directly related to a student and is maintained by the School or by a party acting on behalf of the School. This includes information recorded in any medium such as handwriting, computer media, video or audio tape, film, microfilm and microfiche.

What is not considered an education record?

FERPA outlines many records not considered as an education record, and therefore not afforded protection under FERPA. Some of these are outlined below.

1.    Sole possession records or private notes held by a school official that are not accessible or released to other personnel, except individuals serving as a temporary substitute for the school official;
2.    Campus security or law enforcement records that are held by a school official that are not accessible by or released to other personnel except in emergency situations;
3.    Records relating to individuals who are employed by the institution, unless the employment is contingent on their status as a student (e.g., work-study students);
4.    Records of an institution that contain information about an individual obtained only after that person is no longer a student at that institution (e.g., alumni records).

What disclosures does FERPA allow for without the provision of student consent?

FERPA outlines some exceptions for the disclosure of a student’s education record without the student's consent. Some of the exceptions that may be utilized by The Tianjin Juilliard School without student consent and/or notification are provided below.
 

  • The disclosure is to school officials who have been determined to have legitimate educational interests in order to fulfill his or her professional responsibility. A school official is a person employed by the school in an administrative, supervisory, academic or research, or support staff position (including law enforcement unit personnel and health staff); a person or company with whom the school has retained as its agent to provide a service instead of using school employees/officials (such as an attorney, auditor, contractor, consultant, volunteer, or collection agent); a person serving on the Board of Trustees; or a student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks.
  •  The disclosure is to officials of another institution in which a student seeks or intends to enroll.
  • The disclosure is to state or local educational authorities auditing or evaluating federal or state supported education programs or enforcing federal laws which relate to those programs.
  • The disclosure is pursuant to a lawfully issued court order or subpoena. 
  • The disclosure is to a parent who legally declares the student as a dependent under the U.S. tax code as defined by 20 U.S.C. § 1232g. (NOTE: Regardless of the student's age, a parent seeking access to their son or daughter's educational record must present proof of their child's dependency upon each request to the Office of the Registrar by way of the most recent year's federal tax return.)
  • The disclosure is to parents and legal guardians of students under the age of 21, regardless of their dependency status, of information regarding a student's violation of laws or policies governing the use or possession of alcohol or a controlled substance.
  •  The disclosure is made in situations deemed by the School as a health/safety emergency.
  • The disclosure is provided to organizations conducting studies to improve instruction, or to accrediting organizations.
  • The disclosure is made in connection with the receipt of financial aid (validating eligibility).
  • The information disclosed has been designated as directory information by the School.

What is directory information and what does the Tianjin Juilliard School define as student directory information?

At its discretion, The Tianjin Juilliard School may disclose "directory information" in accordance with the provisions of the Family Educational Rights and Privacy Act of 1974 (FERPA). Directory information is defined as that information which would not generally be considered harmful or an invasion of privacy if disclosed.

Designated directory information at the Tianjin Juilliard School includes the following:

  • Student's name
  •  Mailing address of record*
  •  School email address
  • Number of credit hours enrolled
  • Major field of study
  • Dates of attendance
  • Degrees, honors, and awards received

*Disclosure is limited to colleges and universities only

Graduate Student Handbook

The Tianjin Juilliard Graduate School Student Handbook ("Graduate Student Handbook") contains information on departmental, academic, personal and social development opportunities; clarifies values, standards and expectations for which the School holds all student community members accountable; and provides resources and support services for students to help establish strong foundations on which to build their professional career as an "artist as citizen." It is the expectation of The Tianjin Juilliard School that all students are responsible for reading and understanding the information within the Student Handbook, in addition to your rights and responsibilities as a Tianjin Juilliard community member.

All students will be notified of any addendum's or changes to the  Graduate Student Handbook via Tianjin Juilliard e-mail.

Residence Life

The Tianjin Juilliard Residence Hall offers students a safe, inclusive, and welcoming environment that fosters development of practical life skills and independence. Residents are from all over the world, creating a multifaceted community of artists where students can enjoy building friendships, generating new ideas, and collaborating outside of the classroom.

The Office of Residence Life consists of one full-time professional staff member who lives in the building and provide 24/7 emergency response. Additionally, four live-in graduate resident assistants (RAs) will be recruited to support students in having the best possible experience.

All incoming Tianjin Juilliard graduate students are encouraged to live in the Residence Hall on a bed available basis. The School cannot guarantee housing for all students as a result of limited capacity. Priorities will be given to housing assistantship recipients. All international students are required to live in the Residence Hall.

We strive to nurture complete musicians, and also happy and productive young adults who will become leaders in their respective fields.

 

Disability Housing Accommodations

The Tianjin Juilliard School is committed to creating an accessible campus where all students are afforded the opportunity for educational and social success regardless of disability. Students with temporary or permanent disabilities, including medical, mental, emotional, or physical health-related issues, and other functional barriers may apply to Juilliard New York’s Office of Academic Support and Disability Services (OASDS) for reasonable disability housing accommodations at Tianjin Juilliard. Students in need of disability housing accommodation must first contact the office at OASDS@tianjinjuilliard.edu.cn

Tianjin Juilliard’s Office of Academic Support and Disability Services (OASDS) was established to help maximize the academic success and persistence to graduation of all students. The office provides focused services for students with disabilities as well as students typically underrepresented in higher education on the Tianjin campus.

The Tianjin Juilliard Residence Hall experience offers students a safe, inclusive, and welcoming environment that fosters development of practical life skills and independence. Academic Support and Disability Services

Tianjin Juilliard students work directly with Juilliard’s Office of Academic Support and Disability Services (OASDS) to access focused services for students with disabilities and students typically underrepresented in higher education. 

Counseling

Tianjin Juilliard’s Counseling Services provides free supportive counseling, psychotherapy and outreach programming to assist students in meeting their emotional, psychological, and mental health needs. Counseling Services also offers general health and wellness workshops to the student community.

Assessment and Care Team (A.C.T.)

Assessment and Care Team (A.C.T.) is a multidisciplinary team of administrators and faculty who assess the need for early supportive intervention and guidance for distressed or struggling students. A.C.T. serves as a centralized community resource and point of contact for all students, faculty, and administrators who may consider contacting A.C.T. to make a referral.

Equality, Diversity, Inclusion and Belonging (EDIB)

Tianjin Juilliard is dedicated to creating a welcoming environment for all members of the community inclusive of race, ethnicity, national origin, culture, language, gender and gender expression, sexuality, religious and political beliefs, age, and ability.
